How Santa Noeta governs itself — the council’s structure, when it meets, and how to bring an item before it.
How the City Is Governed
Santa Noeta operates under a council–manager form of government. The City Council sets policy, adopts the budget, and represents residents; a professional City Manager, appointed by the council, runs day-to-day operations. The council comprises a Mayor and four members elected by district, so that every part of the city — the Valley Flats, the Urban Hub, the lakefront, and the high desert — has a voice at the table.
Council Meetings
The City Council meets in regular public session twice monthly at City Hall, with additional study sessions and special meetings noticed as needed. Meetings are open to the public, agendas are posted in advance, and time is reserved for public comment on both agenda and non-agenda items.
Bring an Item Before the Council
Residents may address the council during public comment, submit written correspondence for the record, or request that an item be placed on a future agenda through the City Clerk. The council also seats the community partners whose standing touches city decisions — the valley’s tribal nations and community organizations are consulted on matters affecting water, land, labor, and the FlyForward transition.
